Background

The EU energy label is a widely recognized feature on household products, like light bulbs, television sets or washing machines, and has helped consumers make informed choices for more than 25 years. In an EU-wide (Eurobarometer) survey in 2019, 93% of consumers confirmed that they recognized the label and 79% confirmed that it had influenced their decision on what product to buy. Together with harmonized minimum performance requirements (known as ecodesign), EU energy labeling rules are estimated to cut consumer expenditure by tens of billions of euros every year, whilst generating multiple other benefits for the environment and for manufacturers and retailers.

The new categories for the rescaled label were agreed after a rigorous and fully transparent consultation process, with the close involvement of stakeholders and Member States at all stages, scrutiny by the Council and the European Parliament and with sufficient involvement of and notice provided to manufacturers. As required by the framework regulation, other product groups will be “rescaled” in the coming years – including tumble dryers, local space heaters, air conditioners, cooking appliances, ventilation units, professional refrigeration cabinets, space and water heaters, and solid fuel boilers.

The switch to the rescaled labels coincides with the entry into force of two horizontal (“omnibus”) regulations recently adopted to correct or clarify a range of issues identified in the concerned energy labeling and eco design regulations as originally adopted in 2019.

Taking Effect Time Table of new ERP for the led spot light

To help EU consumers cut their energy bills and carbon footprint, a brand new version of the widely- recognized EU energy label will be applicable in all shops and online retailers from Monday, 1 March 2021. The new labels will initially apply to four product categories – fridges and freezers, dishwashers, washing machines, and television sets (and other external monitors). New labels for light bulbs and lamps with fixed light sources will follow on 1 September, and other products will follow in the coming years.

Main Differences between New and Old Directives of led down light:

1. Added separate control gears, household appliances and other products with lights in Scope. Separate control gears is also in the directives scope, so need to check your current driver spec and make sure it conform.

2. The calculation of energy efficiency is changed from EEI to Ponmax, which added the factor of Ra and improves the requirement of energy efficiency.

3. Added flicker test: SVM, Pst LM.

  The flicker limited need to comply to:PstLM < 1.0 and SVM < 0.4.

4. Added the power consumption requirements of network standby.

The standby power need to be within 0.5W, such as DALI, Bluetooth, Zigbee, KNX all kinds of smart lighting control and lighting sensors.

5. Added minimum energy efficiency for separate control gear at full-load.

6. Switching cycle, starting time and warm-up time test are deleted.

7. 3600h durability test, which 3000 hours lighted on, the test time is reduced, but the requirement of luminous maintenance is improved.

 Differences between EU 2019/2015 directive and EU 874/2012 directives:

1. The calculation of energy efficiency level is changed from EEI to TM (lm/W), which is more intuitive.

2. The classification of energy efficiency level is changed to: Class A ~ Class G.

3. Higher energy efficiency requirements, Class A++ (EU 874/2012) is only equivalent to Class E (EU 2019/2015).

How to calculate the energy efficiency rating

Total mains efficacy = (Φuse / Pon) * FTM (lm/W).

Here is an example of a led smart bulb lamp.

ƞTM= (Φuse/ Pon)*FTM(lm/W)

Rated Pon=8W,Rated Φuse =806lm

Fact Testing Pon=7.9W, Fact Testing Φuse =820lm

FTM=1

Rated ƞTM=(806/8)*1=100.75

Rated class:F

Fact TestingƞTM=(820/7.9)*1=103.8

Fact Testing  class:F
